The City’s response to the Red Hill Valley Parkway Judicial Inquiry
The City takes its commitment to public safety, transparency and trust seriously.
On November 29, 2023, the final report for the Red Hill Valley Parkway Judicial Inquiry was released to the public by the Honourable Mr. Justice Herman J. Wilton-Siegel.
The Judicial Inquiry was created following a City Council resolution on April 24, 2019, requesting the Chief Justice of Ontario appoint a Superior Court judge to investigate issues related to the failure to disclose a 2013 report, detailing results from some friction testing conducted on the Red Hill Valley Parkway. The City chose to pursue the Judicial Inquiry so that residents of Hamilton could receive answers to their questions in a way that ensured maximum transparency.
The City also elected to have a broad scope in the Inquiry’s mandate to ensure that issues and concerns around public safety and transparency were thoroughly investigated and assessed.
City staff began reviewing the Red Hill Valley Parkway Judicial Inquiry’s final report on November 29, 2023. The recommended next steps are outlined in the City response to the Inquiry’s final report, which was presented to Hamilton City Council on December 6, 2023.
Recommended next steps include creating an interdepartmental working group that would be responsible for developing, implementing and publicly reporting twice a year on a Red Hill Valley Parkway Judicial Inquiry action plan.
