Linkage Assessment Guidelines
Changes to the Planning Act were recently made by the Province through Bill 13 and Bill 109. Phase 1 - Interim Draft Terms of References/Guidelines were approved by the Planning Committee on November 29, 2022. The interim draft guidelines will provide clarity for development applications as to City requirements and will be subject to additional public and stakeholder consultation with Phase 2 terms of references in Q2 2023 before finalization.
The City of Hamilton's Linkage Assessment Guidelines are for individuals, agencies and environmental consultants when development or site alteration is proposed within a Linkage shown on Schedule B of Hamilton's Official Plan.
The guidelines describe the purpose of Linkage Assessments, required contents and format, and the submission process.
The purpose of the Linkage Assessment Guidelines is to:
- Protect and enhance connections between Core Areas to enhance the ecological functions of the Natural Heritage System
- Maintain or enhance linkages wherever possible
- Integrate the design of a development proposal in a manner that protects or enhances the ecological functions of the Linkage
