Cornerstone Association of Realtors® engages in ongoing meetings and correspondence with committees, council, and staff to provide key recommendations to the City of Hamilton on housing and policies affecting Realtors®.

OSPE advocates for the engineering profession and engineering solutions. Ontario engineers have valuable technical knowledge that should be communicated with policy makers so they can make fully informed decisions for the benefit of Ontario and Canada. The work of OSPE’s advocacy teams has made strides in changing policy surrounding energy efficiency, indoor air quality, and more. By contributing our recommendations we raise the reputation of the profession and create positive change.

WE HBA has been involved in the review of the City of Hamilton Development Charges Background Study and By-Law. We supported maintaining downtown exemptions/discounts and a number of other discounts and provide the City with detailed financial analysis. WE HBA will also provide advice and recommendations for temporary or permanent reductions on development charges and on related municipal imposed charges on new housing including Parkland Dedication By-Laws and Parkland Studies as well as the removal of Community Benefits Charges.

WE HBA will be engaged and provide comments, recommendations and advice to the city regarding Green Development Standards. This covers a wide range of issues from green building standards related to the construction and design of the structure itself to green development standards (sometimes referred to as Low Impact Development - LID) that are more related to planning policy on the landscape. WE HBA will provide comments on everything from EV standards, green infrastructure, bird friendly design, construction standards and everything covered under to lens of sustainability, energy and climate resilience as well as climate mitigation and adaptation. With the passage of Bill 17, WE HBA will be advocating for the complete removal of building standards that outside of municipal jurisdiction.

WE HBA supports long-term planning to ensure the necessary supply of housing of all types and tenures ranging from low-rise, missing middle, midrise, ADUs and highrise. This includes policies to enable and support an Urban Boundary Expansion to ensure long-range planning and infrastructure is in place to accommodate growth. This also includes policies to enable the intensification of existing neighbourhoods to allow for more housing opportunities (often referred to as missing middle) including ADUs and flexible zoning permissions. This also includes high density housing opportunities downtown, in nodes and corridors and in MTSAs. WE HBA will be involved in a broad range of public policy discussion in support of public policies enabling more housing choices and opportunities. WE HBA will be engaged in consultation and providing advice on Mid Rise Residential Zones, Low Rise Residential Zones and High Rise zoning.

1 Executive Summary
Hamilton faces an increasing demand for affordable housing due to population growth and
rising housing costs. This proposal introduces a collaborative model where the City of
Hamilton, private investors, and Sapien Homes work together to deliver affordable housing
units, reducing housing waitlists and strengthening communities. The project aligns with the
City’s Housing and Homelessness Action Plan (2013–2023) and future strategic objectives,
focusing on mixed-income communities, social inclusion, and long-term affordability.
1.1 Proposed Partnership Model
• City of Hamilton:
– Provide City-owned land for development.
– Offer streamlined approvals and regulatory support.
• Private Investors:
– Fund the construction and infrastructure.
– Share financial returns from the project.
• Sapien Homes Inc:
– Design and construct cost-efficient, energy-conscious homes.
– Manage project delivery and quality assurance.
2 Strategy
We propose starting this initiative on a small scale with a limited number of investors. This
allows for efficient management, faster execution, and measurable results in the short term.
The model is designed to be a win-win for all parties involved: the City of Hamilton benefits
from increased affordable housing, investors receive stable returns, and Sapien Homes builds
its expertise and credibility. Once the pilot phase demonstrates success, the model can be
expanded to a larger scale, attracting additional investors and delivering even greater impact
across the community.
