Lottery Licence

The licensing authority will review all relevant documentation to determine eligibility for lottery licencing. These decisions are based on what is considered “charitable” in law including the Criminal Code of Canada, the Order-in-Council, the Gaming Control Act and policies issued by the Registrar (AGCO).  See “Types of Lotteries” for which licensing authority is responsible for licensing your lottery event.

The courts have determined that the term “charitable” refers to organizations that provide programs for:

1. Relief of poverty
2. Advancement of education
3. Advancement of religion
4. Other charitable purposes beneficial to the community

Each organization is unique and subject to individual assessments.

These pre-requisites are mandatory to be considered for lottery licensing:

1. Organizations must have been in existence for at least one (1) year before being considered eligible for lottery licences.
2. The organization must have a place of business in Ontario, demonstrate that it is established to provide charitable services in Ontario and use proceeds for objects or purposes which benefit Ontario residents.
