Description of Proposal
The Official Plan Amendment application seeks to remove the subject lands (approximately 1,209 hectares) from the rural area and add the lands to the urban area. The application states that the proposed urban boundary expansion application will allow the future development of a new, complete urban community that incorporates a wide range of uses to serve the every day needs of existing and future residents.
It is important to note that Bill 150, the Planning Statute Law Amendment Act, 2023 received Royal Assent on December 6, 2023. This Act had the effect of deeming previous Ministry of Municipal Affairs and Housing modifications to the Urban and Rural Hamilton Official Plan that brought these lands into the Hamilton urban boundary as never to have been made.

Application Status: The application was received on November 20, 2024. The City of Hamilton deemed the application complete on March 18, 2025. The Statutory Public Meeting has been scheduled for a special meeting of Planning Committee on June 25, 2025.

The City’s Planning and Economic Development Department has scheduled open houses to provide the public with an opportunity to learn about and provide comments on two private initiated applications to expand Hamilton's urban boundary: Elfrida Urban Boundary Expansion application & White Church Urban Boundary Expansion application.
IN-PERSON OPEN HOUSE: Drop in on Monday, April 14, 2025 anytime between 7 and 9 pm at Hamilton Convention Centre, Wentworth Ballroom, 1 Summers Ln, Hamilton. Drop-in format, registration not required.
VIRTUAL OPEN HOUSE: Join us virtually on Thursday, April 17, 2025 from 7 to 9 pm for staff presentations (7:10 pm for White Church, 8 pm for Elfrida), followed by Q&A. Register your attendance
