The Comprehensive Development Guidelines and Financial Policies Manual is for developers, land owners, municipal engineers, planners and architects.
The purpose of this manual is to detail the development engineering requirements related to:
- Subdivision and site plan process requirements
- Sanitary sewers and wastewater treatment
- Storm sewers and storm water management
- Watermains and water supply
- Roadways, including asphalt pavement, curbs, subdrains, sidewalks, walkways, retaining walls, fencing and noise barriers
- Tree planting and sodding of boulevards
- Lot grading
- Street lighting and municipal consent for construction of utilities
- Financial policies

Ontario Land Tribunal (OLT) Appeal Fee
In addition to the fees set out above in sections, the total fees payable shall include all fees associated with supporting an applicant at a hearing where the application was approved by City Council including City legal fees, City staff fees, outside legal counsel and consultant/witness fees where required, but excluding the cost of the Planning and Economic Development Department staff. These additional fees shall be collected through the process set out in a cost acknowledgement agreement which must be signed and submitted as part of the applications identified.
