Notice of PIC 2 for Beach Boulevard Community Flood Remediation Study
The City is undertaking the Beach Boulevard Community Flood Remediation Class Environmental Assessment (EA) to examine the recommendations of the 2019 Study; evaluate additional viable alternatives; consult with the public, Indigenous Nations, and Regulatory Agencies; and identify preferred solutions. Upon completion of this Study, a Project File Report documenting the planning and decision making processes that were followed will be prepared and made available for public review. The study area is shown in the figure below, with the focus being on the residential area on the east side of the QEW.
Project Background
In 2019, the City of Hamilton completed the Beach Boulevard Community Stormwater Ponding Study. This Study recommended a number potential improvement measures ranging from administrative and legislative in nature, to large scale infrastructure projects. While some of the recommendations are currently being further developed for implementation, others require more in-depth examination of existing conditions, and are subject to Regulatory Agency requirements.
The Municipal Class Environmental Assessment Process
The Class EA Study is being completed in accordance with the Master Plan process (Approach #2) as defined in the Municipal Engineers Association's Municipal Class Environmental Assessment document (2023). The Municipal Class Environmental Assessment process is an approved process under Ontario's Environmental Assessment Act .
Virtual Public Information Centre #2
The first virtual Public Information Centre (PIC) was held from May 16 to May 31, 2022. The purpose of the PIC was to introduce this Study, and to present the problem and opportunity statement and a summary of existing conditions within the Study Area.
The City is hosting a second and final PIC for this Study to share the preliminary recommended solutions to address flooding in the Beach Boulevard Community. The preliminary recommended solutions were selected by identifying and evaluating various alternative solutions. As part of this PIC, you will have the opportunity to review a presentation or watch a pre-recorded video of that presentation, and provide feedback and input via a comment form.
Presentation will be available for viewing starting June 21, 2023. The last day to submit comments is July 7, 2023. Visit http://www.hamilton.ca/beachblvdflooding
