Equity, Diversity & Inclusion efforts show progress as work continues
HAMILTON, ON – The City of Hamilton has taken a number of positive steps related to Equity, Diversity and Inclusion (EDI), both internally and externally, according to a report released today from the City’s Office of the Auditor General (OAG), but has more work to do.
The audit looked at the City’s internal framework for Equity, Diversity and Inclusion and its implementation across the organization. It also focused on external work and community engagement related to how Equity, Diversity and Inclusion are embedded into City services delivered to residents and businesses.
The audit found that while there were examples of progress made as part of the City’s efforts, such as education and training, community capacity building, and planning and policy, the work fell short on clear objectives, comprehensive planning and coordination.
The OAG concluded that the City’s efforts can be improved with more rigorous project management, stronger governance and long range strategic planning that are further supported by effective tools and resources to truly embed EDI into City operations and culture.
In total, the audit included 33 recommendations based on gaps in good governance, sound project management, proactive risk assessment, and robust change management.
Management has agreed with all recommendations put forward and will be coming forward with revised management responses to the Audit, Finance & Administration Committee by the end of June 2024. View recommendations

- The objective of the audit was to assess whether the City has a sound EDI plan and strategy, as well as the tools and resources to support and achieve its EDI goals.
- The OAG audit was launched to address City Council’s February 19, 2019 motion to perform an audit “to establish the baseline as it relates to City policy, program development, hiring and staff development practices, service delivery, budgeting, business planning and prioritization by which to measure progress annually”.
The progress made by the City in ensuring the successful implementation of Equity, Diversity and Inclusion is encouraging. In order to embed EDI and become a truly equitable, diverse and inclusive organization, the City must step up and chart a path forward by focusing on the recommendations proposed in this comprehensive report.
